and he's not making a lick of sense. he's alternating between arguing that the bill is good, his cuts were justified, and that it was politically necessary to make the cuts to get the votes. now, the latter argument carries some weight, but he was still trying to argue, quite incoherently, about his cuts, even at one point implying that federal money for school construction was really a trojan horse for increasing federal control over the schools themselves.
